Amend CSHB 800 by striking page 12, lines 2-3, and substituting the following appropriately numbered SECTION:

SECTION ____.  (a) Subject to Subsection (b) of this section, this Act takes effect January 1, 2014.

(b)  If the implementation of this Act would result in a deficit in the amount of revenue necessary for the comptroller to certify the appropriations proposed in SB 1, Acts of the 83rd Legislature, Regular Session, 2013:

(1)  the conferees appointed to the conference committee on that bill shall disregard the fiscal effect of the changes in law made by this Act;

(2)  the proposed appropriations in SB 1 may not be adjusted to reflect the revenue reductions that would result from the implementation of this Act; and

(3)  the changes in law made by this Act have no effect and may not be implemented.
