Amend HB 1076 by adding the following appropriately numbered SECTION to the bill and renumbering subsequent SECTIONS of the bill accordingly:

SECTION ____.  If the legality or constitutionality of any provision of this Act is challenged by the federal government, the attorney general may not expend state funds in the defense of any provision of this Act. The attorney general may not use any provision of this Act as a basis for bringing suit against any branch or agency of the federal government.
