Amend Floor Amendment No. 21 by Simpson as follows:

(1)  In added Section 39.107(k), strike "without cost".

(2)  In added Section 39.107(k)(2), between "conventional meter" and the period insert "at the expense of the customer, including ongoing expenses related to reading and maintenance of the meter".
