Amend HB 1600 (second reading engrossment) by adding the following appropriately numbered SECTION to ARTICLE 1 and renumbering the subsequent SECTIONS of the ARTICLE accordingly:
SECTION 1.____. Subchapter A, Chapter 52, Utilities Code, is amended by adding Section 52.008 to read as follows:
Sec. 52.008. LEGISLATIVE APPROVAL REQUIRED FOR CERTAIN COMMISSION ACTIONS. The commission may not take an action that results in an increase of surcharges on a customer's monthly bill for telecommunications products or services or causes the amount of a customer's monthly bill for telecommunications products or services to increase without legislative approval.
