Amend CSHB 2197 (house committee printing) by adding the following appropriately numbered SECTIONS to the bill and renumbering subsequent SECTIONS of the bill accordingly:
SECTION ____. Subchapter I, Chapter 466, Government Code, is amended by adding Section 466.411 to read as follows:
Sec. 466.411. FINANCIAL LITERACY CLASS REQUIRED. (a) The director may not pay any portion of a prize awarded to a prize winner in an amount of $10,000 or more unless the prize winner has completed a financial literacy class approved by the commission.
(b) The commission shall approve one or more financial literacy classes and make an approved class available to the public at each lottery claim center location. At least one approved class must be an Internet class available to the public at no charge, and a link to the class must be provided on the commission's Internet website. The commission may adopt rules to implement this section.
SECTION ____. (a) If the commission adopts rules to implement Section 466.411, Government Code, as added by this Act, the Texas Lottery Commission must adopt the rules not later than January 1, 2014.
(b) The Texas Lottery Commission shall approve at least one Internet financial literacy class as required by Section 466.411, Government Code, as added by this Act.
(c) Section 466.411, Government Code, as added by this Act, applies only to a lottery prize awarded on or after January 1, 2014.
