Amend CSHB 2720 (house committee printing) as follows:
(1) On page 1, line 19, strike "and" and substitute "[and]".
(2) On page 1, strike lines 21 and 22 and substitute the following:
water rights holders; and
(3) temporarily require a water right holder to implement mandatory drought contingency measures to mitigate an imminent hazard to the health, safety, or welfare of the public.
(3) On page 2, line 1, after "TEMPORARILY", add "OR TEMPORARILY AMEND WATER RIGHT".
(4) On page 2, line 4, strike "Subsection (m)" and substitute "Subsections (m) and (n)".
(5) On page 4, between lines 6 and 7, insert the following:
(n) Notwithstanding Subsection (b), a river authority may seek an emergency authorization to amend its water management plan if the water management plan:
(1) consists of a reservoir operation plan for the operation of two water supply reservoirs; and
(2) was originally required by court order adjudicating the water rights for those reservoirs.
