Amend HR 3 (the housekeeping resolution), on page 7, line 12, by adding the following after the period:
A budget adopted by the Committee on House Administration must be adopted in a public hearing. Each requested operating budget and each operating budget proposed for adoption must be posted on the Internet website of the committee in advance of the hearing.
