Amend HR 4 (adopting the permanent rules of the house), in Rule 4 (page 66, between lines 21 and 22), by inserting a new Section 27A to read as follows:
Sec. 27A. REPORTING GENERAL APPROPRIATIONS BILL. A committee may not report favorably or unfavorably the general appropriations bill if the bill does not account for enrollment growth in public schools.
