Amend HR 4 (adopting the permanent rules of the house), in Rule 4 (page 66, between lines 21 and 22), by inserting a new Section 27A to read as follows:
Sec. 27A. REPORTING SCHOOL VOUCHER BILL. A committee may not report favorably or unfavorably a bill that allows any state funds to be diverted from public schools for the purpose of providing a private school voucher.
