Amend HR 4 (adopting the permanent rules of the house), in Rule 4 (page 66, between lines 21 and 22), by inserting a new Section 27A to read as follows:
Sec. 27A. REPORTING APPROPRIATIONS BILL. The Committee on Appropriations may not report favorably or unfavorably an appropriations bill that appropriates any dedicated funds for purposes other than the dedicated uses for which the funds were collected.
