Amend HR 4 (adopting the permanent rules of the house) by amending Rule 11, Section 3, to read as follows:
Sec. 3. AMENDING A BILL TO CHANGE ITS [ORIGINAL] PURPOSE. (a) No bill shall be amended in its passage through either house so as to change its original purpose.
(b) No bill may be amended by the addition or deletion of provisions so that the primary purpose of the bill as introduced in the house or received from the senate is no longer the primary purpose of the bill as introduced in the house or received from the senate.
