Amend HR 4 (adopting the permanent rules of the house) in Rule 11, Section 6 (page 165) between lines 19 and 20, by inserting the following appropriately numbered subsection:
( ) To the extent practicable, an amendment must include the page and line numbers of the text of the bill, resolution, or amendment being amended. Failure to comply with the requirements of this subsection is not a sustainable point of order.
