Amend HR 4, in Rule 14 (on page 187), by adding the following appropriately numbered SECTION and renumbering the subsequent SUBSECTIONS appropriately:

Section ____.  EXPLANATION OF THE FINAL RULING OF A POINT OF ORDER. The speaker shall instruct the parliamentarian to provide to each member a written explanation of the final ruling on a point of order, including providing the citation of any house or congressional precedents used in determining the ruling. The explanation shall be provided to each member not later than 24 hours after the final ruling was announced before the house.
