Amend CSSB 1 (house committee printing), in Article IX of the bill, by adding the following appropriately numbered section in Part 6 of that article:
Sec. 6.____. Prohibition on Use of Appropriated Funds for Certain Contract Renewals. Funds appropriated by this Act may not be expended for payments due on a contract that is automatically renewed without competitive bidding before renewal of the contract.
