Amend CSSB 1 in Article II of the bill following the appropriations to the Department of State Health Services (page II-50) by adding the following appropriately numbered provision:

____. School-Based Behavioral Health Services. Out of the funds appropriated to the Department of State Health Services above in Strategy B.2.2, Mental Health Services for Children, the department shall allocate $2,500,000 in each fiscal year for providing technical assistance and grants to school districts that implement best-practice-based positive youth development programs, mental health promotion programs, early mental health intervention programs, suicide prevention programs, or substance abuse prevention and intervention programs. In allocating the money for grants and technical assistance among school districts that implement those programs, the department shall choose first school districts that implement an early mental health intervention and suicide prevention program under Section 161.325, Health and Safety Code.
