Amend Floor Amendment No. 1 to CSSB 2, by adding, in Section 15, amending Section 12.110, Education Code, subsection (e) to read as follows:
(e) The commissioner shall give priority and aproval to applications that include:
(1) a plan to increase the educational and performance levels of students in campuses that received unacceptable performance ratings under Section 39.054; and
(2) educate populations of students to be enrolled at the campus.
