Amend CSSB 149 (senate committee report) as follows:
(1)  In SECTION 7 of the bill, in proposed Section 102.058(a), Health and Safety Code (page 3, lines 34-35), strike "receiving or applying to receive money from the institute" and substitute "described by this section".
(2)  In SECTION 7 of the bill, strike added Section 102.058(c)(1), Health and Safety Code (page 3, lines 44-47), and renumber the subdivisions of Subsection (c) accordingly.
(3)  In SECTION 7 of the bill, in added Section 102.058, Health and Safety Code, immediately following Subsection (c) of the section (between page 3, line 69, and page 4, line 1), insert the following:
(c-1)  A person has a professional interest in an entity applying to receive money from the institute if the person is a member of the board of directors, the other governing board, or any committee of the entity, or of a foundation or similar organization affiliated with the entity, during the same grant cycle.
(4)  In SECTION 7 of the bill, strike added Section 102.059(a)(7), Health and Safety Code (page 4, lines 38-39), and substitute the following:
(7)  serve on the board of directors of:
(A)  a nonprofit organization established with a grant from the institute; or
(B)  a grant recipient.
(5)  In SECTION 7 of the bill, in added Section 102.059(d), Health and Safety Code (page 4, line 60), strike "commercialization" and substitute "development".
(6)  In SECTION 7 of the bill, in added Section 102.063(a), Health and Safety Code (page 6, line 34), strike "commercialization" and substitute "development".
(7)  In SECTION 7 of the bill, in added Section 102.063, Health and Safety Code, immediately following Subsection (g) of the section (page 6, between lines 65 and 66), insert the following:
(h)  The compliance officer shall attend and observe the meetings of the program integration committee to ensure that the committee fulfills its duties under this chapter.
(8)  In SECTION 8 of the bill, in amended Section 102.101(e), Health and Safety Code (page 7, line 11), strike ", at the time the person is appointed,".
(9)  In SECTION 16 of the bill, in amended Section 102.251(a), Health and Safety Code (page 9, line 56), strike "commercialization" and substitute "development [commercialization]".
(10)  In SECTION 16 of the bill, in added Section 102.251(d), Health and Safety Code (page 10, line 10), strike "The chief executive officer" and substitute "A member of the program integration committee".
(11)  In SECTION 18 of the bill, in amended Section 102.255(b)(2), Health and Safety Code (page 10, line 47), strike ", as of a date specified in the contract," and substitute "[, as of a date specified in the contract,]".
(12)  In SECTION 21 of the bill, strike added Section 102.264(a), Health and Safety Code (page 12, lines 14-22), and substitute the following:
(a)  The institute shall establish a program integration committee. The committee is composed of the following five members:
(1)  the chief executive officer;
(2)  the chief scientific officer;
(3)  the development officer;
(4)  the commissioner of state health services; and
(5)  the chief prevention officer.
