Amend SB 1317 as follows:

(1)  Add the following appropriately numbered SECTIONS to the bill and renumber subsequent SECTIONS of the bill accordingly:

SECTION ____.  Section 2.201, Family Code, is amended to read as follows:

Sec. 2.201.  EXPIRATION OF LICENSE. If a marriage ceremony has not been conducted before the 90th [31st] day after the date the license is issued, the marriage license expires.

SECTION ____.  Section 2.201, Family Code, as amended by this Act, applies only to a marriage license that is issued on or after the effective date of this Act. A marriage license issued before the effective date of this Act is governed by the law in effect on the date the license was issued, and the former law is continued in effect for that purpose.

(2)  On page 2, line 11, strike "The change in law made by this Act" and substitute "Section 2.202, Family Code, as amended by this Act,".
