Amend SJR 13 (senate committee report) as follows:
(1)  Add the following appropriately numbered SECTION to the resolution and renumber subsequent SECTIONS accordingly:
SECTION ___.  Article V, Texas Constitution, is amended by adding Section 28a to read as follows:
Sec. 28a.  (a) A person who has been elected to serve two consecutive terms as the Chief Justice of the Supreme Court, as a Justice of the Supreme Court, as the Presiding Judge of the Court of Criminal Appeals, as a Judge of the Court of Criminal Appeals, as the Chief Justice of a Court of Appeals, as a Justice of a Court of Appeals, or as a Judge of a District Court is not eligible for election to serve a third consecutive term in the same office to which the Justice or Judge was elected for two consecutive terms. This provision does not limit a person's eligibility for election to serve nonconsecutive terms.
(b) The term of a person appointed or elected to serve for the remainder of a term to fill a vacancy in the office of Chief Justice, Justice, Presiding Judge, or Judge is not counted in determining whether a person is eligible to serve under Subsection (a) of this section.
(2)  In SECTION 2 of the resolution, in Subsection (a) of the TEMPORARY PROVISION (page 1, line 45), between "state offices" and the period, insert "or may be elected to serve as a justice or judge of the supreme court, the court of criminal appeals, a court of appeals, or a district court in this state".
(3)  In SECTION 2 of the resolution, immediately following Subsection (b) of the TEMPORARY PROVISION (page 1, between lines 48 and 49), insert the following:
(c)  Section 28a, Article V, of this constitution applies only to a justice or judge elected on or after January 1, 2014.
(4)  In SECTION 2 of the resolution, in proposed Subsection (c) of the TEMPORARY PROVISION (page 1, line 49), strike "(c)" and substitute "(d)".
(5)  In SECTION 3 of the resolution, in the ballot proposition (page 1, line 58), between "railroad commissioner" and the period, insert "or may be elected to serve as a justice or judge of the supreme court, the court of criminal appeals, a court of appeals, or a district court in this state".
