AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Some commercial service airports in Texas are currently ineligible to receive certain public funding.  H.B. 138 seeks to enable additional funding for certain airports to the extent consistent with federal funding restrictions.

 

H.B. 138 amends current law relating to funding for certain commercial service airport projects.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Subchapter C, Chapter 21, Transportation Code, by adding Section 21.115, as follows:

 

Sec. 21.115.  FUNDING FOR CERTAIN COMMERCIAL SERVICE AIRPORTS.  Provides that a project involving a commercial service airport, to the extent consistent with federal funding restrictions, is eligible for financial assistance under this subchapter (Aviation Facilities Development and Financial Assistance), including for inclusion in the aviation facilities capital improvement program, if the airport is located in a county along the Texas-Mexico border that has a population of less than 300,000.

 

SECTION 2.  Effective date: upon passage or September 1, 2013.
