BACKGROUND AND PURPOSE

 

Interested parties contend that those who served in the U.S. military during the turbulent era of the Cold War need to be recognized for their extraordinary achievements. C.S.H.B. 402 seeks to acknowledge the efforts made by Texas military veterans of the Cold War by offering a token from our state equal to that shown to those who served in other international conflicts.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that rulemaking authority is expressly granted to the adjutant general in SECTION 1 of this bill.

 

ANALYSIS

 

C.S.H.B. 402 amends the Government Code to authorize the adjutant general by rule to provide for the awarding of a Cold War Medal to a member of the Texas National Guard or the Texas State Guard who served between September 2, 1945, and December 26, 1991. The bill makes an award of such a medal contingent on payment of a fee to the adjutant general's department in the amount necessary to cover the costs of awarding the medal.

 

EFFECTIVE DATE

 

September 1, 2013.
