AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

The Housing and Health Services Coordination Council (council) was created by S.B. 1878, 81st Legislature, Regular Session, 2009.  The creation of the council was suggested to the legislature by the Legislative Budget Board's 2009 Government Effectiveness and Efficiency Report.

 

The purpose of the council is to increase state efforts to offer service-enriched housing through increased coordination of housing and health services.  The council seeks to improve interagency understanding of housing and services and increase the number of staff in state housing and state health services agencies that are involved in both housing and health care policies.

 

Currently, the council is composed of 16 members which include the director, agency representatives, and members appointed by the governor.  H.B. 736 changes the number of members on the council from 16 to 17.  This change adds a representative from the Texas Veterans Commission to the council.  This bill will allow the opinion of veterans, in regard to housing, to be communicated and recognized in future council plans.

 

H.B. 736 amends current law relating to the composition of the housing and health services coordination council.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 2306.1092(b), Government Code, to provide that that the housing and health services coordination council is composed of 17 members, rather than 16 members, consisting of certain persons, including one representative from the Texas Veterans Commission, appointed by the head of that agency. 

 

SECTION 2.  Effective date: September 1, 2013.
