AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

The Duval County Groundwater Conservation District acts as a planning agent for the groundwater resources in Duval County. Interested parties assert that it is important for the district to use all resources located in the community to plan for all types of conditions, including drought. Because of this concern, H.B. 839 addresses the powers, duties, and compensation of the district's board of directors.

 

H.B. 839 amends current law relating to the powers, duties, and compensation of the board of directors of the Duval County Groundwater Conservation District.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Subchapter B, Chapter 8808, Special District Local Laws Code, by adding Sections 8808.055 and 8808.056, as follows:

 

Sec. 8808.055.  DISTRICT NAME CHANGE.  Authorizes the board of directors of the Duval County Groundwater Conservation District (board) (district) by resolution to change the district's name.  Requires the board to give written notice of the change to the county.

 

Sec. 8808.056.  ADVISORY COMMITTEES.  Authorizes the board by resolution to appoint one or more advisory committees to assist the board with any matter affecting the district.  Provides that a person who serves on an advisory committee is not entitled to compensation for that service.

 

SECTION 2. Repealer: Section 8808.054 (Compensation), Special District Local Laws Code.

 

SECTION 3. Effective date: upon passage or September 1, 2013.
