BACKGROUND AND PURPOSE
There is concern that no regional response task force is currently located in the Rio Grande Valley to respond to natural and man-made disasters. Interested parties contend that the Rio Grande Valley is among the areas most vulnerable to hurricanes in Texas and, as a result of the valley's location and the lack of a regional response task force in the area, a disaster could isolate the valley and its residents, seriously complicating search and rescue efforts. To address these concerns, C.S.H.B. 1090 creates Texas Task Force 1 Type 3 Rio Grande Valley as a program of the Texas A&M Engineering Extension Service to provide training and assistance in search, rescue, and recovery efforts following a disaster in the Rio Grande Valley.

ANALYSIS
C.S.H.B. 1090 amends the Education Code to require the board of regents of The Texas A&M University System to establish Texas Task Force 1 Type 3 Rio Grande Valley as a program of the Texas A&M Engineering Extension Service providing training and assisting in search, rescue, and recovery efforts following natural or man-made disasters. The bill sets out the task force's responsibilities, requires the headquarters of the task force to be located in the Rio Grande Valley, and requires the training and assistance capabilities of the task force to be substantially equivalent to the training and assistance capabilities of the Texas Task Force 1 program. The bill provides that the task force will operate, train, respond, and function under Texas Task Force 1.
C.S.H.B. 1090 makes the members of Texas Task Force 1 Type 3 Rio Grande Valley responsible for any costs and expenses related to the operation, training, and equipment of the task force, including the procurement and maintenance of equipment and supplies. The bill authorizes a member of Texas the Force 1 Type 3 Rio Grande Valley to be reimbursed for the member's expenses incurred while activated and deployed in the same manner as a member of Texas Task Force 1.
