AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

There is a concern that certain counties do not currently have an option to impose an additional vehicle registration fee as a means of raising revenue for the county road and bridge fund.

 

C.S.H.B. 1198 amends current law relating to authorizing an optional county fee on vehicles registered in certain counties to fund transportation funds.

 

RULEMAKING AUTHORITY

 

Rulemaking authority is expressly granted to the Texas Department of Motor Vehicles in SECTION 1 (Section 502.4011, Transportation Code) of this bill.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 502.402(a), Transportation Code, to provide that this section (Optional County Fee for Transportation Projects) applies only to a county that borders the United Mexican States, that has a population of more than 250,000, rather than a population of more than 300,000, and in which the largest municipality has a population of less than 400,000, rather than of less than 300,000.

 

SECTION 2.  Makes application of Section 502.402, Transportation Code, as amended by this Act, prospective.

 

SECTION 3.  Effective date:  upon passage or September 1, 2013.
