BACKGROUND AND PURPOSE
Interested parties note the need to update the enabling legislation of the Benbrook Water Authority and to move the date of the election of the directors of the authority. H.B. 1330 seeks to address these issues by revising provisions relating to the authority.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 1330 amends Section 3(c), Chapter 123, Acts of the 54th Legislature, Regular Session, 1955, to specify that the uniform date on which a directors' election of the Benbrook Water Authority is required to be held is the uniform date in November of each odd-numbered year and provides that such an election may alternatively be held on another date authorized by law. The bill specifies that a director's term expires in an odd-numbered year on the date the director's successor qualifies. The bill removes certain outdated provisions governing the date for elections to the board of directors of the authority.
H.B. 1330 requires a member of the board of directors of the authority who is serving on the day before the bill's effective date to serve until the expiration of the director's term, as provided by a certain board resolution.
