AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Current law establishes the composition of the El Paso County juvenile board and specifically names the county judge of El Paso County to the board. Because the county judge has many other board memberships, activities, and responsibilities, interested parties contend that the effectiveness and efficiency of the juvenile board's operations could be improved if the county judge is allowed to designate another person to serve in her or his place. Such a designation is not a new concept. For example, a county judge is currently authorized to name a designee to a county bail bond board.

 

H.B. 1334 amends current law relating to the composition of the El Paso County juvenile board.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 152.0771(a), Human Resources Code, to set forth the composition of the juvenile board of El Paso County to include, among other members, the county judge or a member of the commissioners court designated by the county judge or an individual who is not a member of the commissioners court and who is designated by the county judge and approved by the commissioners court by majority vote.

 

SECTION 2.  Effective date: upon passage or September 1, 2013.
