AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Interested parties note that directors of groundwater conservation districts have generally been restricted to the same maximum daily fees of office for a number years. The parties contend that the cap on such fees should be raised. H.B. 1563 seeks to address this issue.

 

The bill amends the Water Code to increase the daily fees of office for a groundwater conservation district director from not more than $150 to not more than $250. The fees of office would remain at a maximum of $9,000 per year.

 

H.B. 1563 amends current law relating to fees of office for directors of groundwater conservation districts.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1. Amends Section 36.060(a), Water Code, to entitle a director to receive fees of office of not more than $250, rather than not more than $150, a day for each day the director actually spends performing the duties of a director, and to prohibit the fees of office from exceeding $9,000 a year.

 

SECTION 2. Makes application of this Act prospective.

 

SECTION 3. Effective date: September 1, 2013.
