BACKGROUND AND PURPOSE
Interested parties note that directors of groundwater conservation districts have generally been restricted to the same maximum daily fees of office for a number years. The parties contend that the cap on such fees should be raised. H.B. 1563 seeks to address this issue.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 1563 amends the Water Code to increase from $150 to $250 the cap on the fees of office a director of a groundwater conservation district is entitled to receive for each day the director actually spends performing the duties of a director.
