BACKGROUND AND PURPOSE

 

Harris County Municipal Utility District No. 504, which is located within the extraterritorial jurisdiction of the City of Houston, is currently authorized to provide certain services to land located within district boundaries. Interested parties note the need to amend the powers of the district to include, among other things, the power to undertake certain road projects.  H.B. 1594 seeks to address that need.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 1594 amends the Special District Local Laws Code to establish provisions relating to the Harris County Municipal Utility District No. 504. The bill grants the district the power to undertake certain road projects and authorizes the district, subject to certain requirements, to issue obligations and impose property taxes.

 

H.B. 1594 establishes that the district retains all rights, powers, privileges, authorities, duties, and functions that it had before the bill's effective date. The bill provides for the validation and confirmation of certain district actions and proceedings taken before the bill's effective date.

On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
