BACKGROUND AND PURPOSE
Current state law sets the maximum speed limit allowed on certain county roads or highways at 60 miles per hour, but some of these roads are designed and constructed for higher speed limits. H.B. 1607 seeks to grant more authority to the commissioners court of a county in setting speed limits on certain county roads or highways.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 1607 amends the Transportation Code to increase from 60 to 70 miles per hour the maximum speed limit a commissioners court of a county is authorized to establish for certain county roads or highways.

EFFECTIVE DATE
On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
