BACKGROUND AND PURPOSE
The legislature recently passed a law requiring the Texas Department of Motor Vehicles to issue specialty license plates for surviving spouses of disabled veterans of the U.S. military. C.S.H.B. 1678 seeks to establish a fee structure for this specialty license plate that allows the surviving spouse to pay the same fee as the one that accompanies the specialty license plate for disabled veterans.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
C.S.H.B. 1678 amends Section 504.317, Transportation Code, as added by Chapters 845 (H.B. 3580) and 1296 (H.B. 2357), Acts of the 82nd Legislature, Regular Session, 2011, to authorize a person entitled to specialty license plates for surviving spouses of disabled veterans to register, for the person's own use, one vehicle without payment of any fee other than the $3 fee for the first set of license plates. The bill establishes that there is no fee for each additional set of license plates.
