BACKGROUND AND PURPOSE

The Near Northside Management District was created during the 82nd Legislative Session to encourage economic development, employment, housing, and public safety in the district and to preserve the unique character of the area. H.B. 2138 seeks to expand the district's boundaries.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 2138 amends Section 2, Chapter 358, Acts of the 82nd Legislature, Regular Session, 2011, to change the south boundary of the Near Northside Management District from Interstate 10 to Buffalo Bayou.

EFFECTIVE DATE

On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
