BACKGROUND AND PURPOSE

 

Interested parties contend that new technologies associated with agricultural and landscaping irrigation, plumbing retrofits, and hydraulic shock-prevention systems are invaluable tools in creating new supplies of water in the next 50 years. The parties support directing the Water Conservation Advisory Council to evaluate such technologies for possible inclusion in the best management practices guide developed in association with the Texas Water Development Board.  H.B. 2143 seeks to address this goal by amending current law relating to the powers and duties of the Water Conservation Advisory Council.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 2143 amends the Water Code to require the Water Conservation Advisory Council to evaluate new technologies for possible inclusion by the Texas Water Development Board as best management practices in the best management practices guide developed by the water conservation implementation task force. The bill requires such new technologies evaluated to include technologies associated with agricultural and landscaping irrigation, plumbing retrofits, and hydraulic shock-prevention systems.
