BACKGROUND AND PURPOSE

Under current law, a state procurement valued at more than $5,000 is required to go through the competitive bidding process. Interested parties assert that state contracting professionals are spending far too much time on minor procurements and should instead use this time to focus more on quality control for large procurements. H.B. 2336 revises competitive bidding requirements to allow for more in-depth review of  larger procurements.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 2336 amends the Government Code to increase from $5,000 to $25,000 the minimum amount of a purchase by a state agency over which competitive bidding is required.

EFFECTIVE DATE

September 1, 2013.
