AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Samuel "Sam" Rayburn represented Texas's 4th District in the United States House of Representatives from 1914 until his death in 1961.  Rayburn served the longest tenure as the Speaker of the House in history, 17 years.  H.B. 2356 will publicly honor Rayburn by designating a portion of Recreational Road 255 in Jasper County as Sam Rayburn Parkway.  The commissioners court of Jasper County passed a resolution in support of the bill.

 

H.B. 2356 amends current law relating to the designation of a portion of Recreational Road 255 in Jasper County as Sam Rayburn Parkway.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Subchapter B, Chapter 225, Transportation Code, by adding Section 225.092, as follows:

 

Sec. 225.092.  SAM RAYBURN PARKWAY.  (a)  Designates the portion of Recreational Road 255 between State Highway 63 and U.S. Highway 96 in Jasper County as Sam Rayburn Parkway.

 

(b)  Requires the Texas Department of Transportation (TxDOT), subject to Section 225.021(c) (relating to providing that TxDOT is not required to design, construct, or erect a marker under this subchapter unless a grant or donation of funds is made to TxDOT to cover the cost of the design, construction, and erection of the marker), to design and construct markers indicating the designation as Sam Rayburn Parkway and any other appropriate information, and erect a marker at each end of the road and at appropriate intermediate sites along the road.

 

SECTION 2.  Effective date:  September 1, 2013.
