AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

The commissioner of education and the Texas Higher Education Coordinating Board are currently responsible for approving college readiness standards as recommended by vertical teams established by the commissioners of education and higher education, with the goal of ensuring that students attain the essential knowledge and skills to be prepared for college. 

 

H.B. 2549 amends current law relating to the periodic review and revision of college and career readiness standards in public education.

 

RULEMAKING AUTHORITY

 

Rulemaking authority previously granted to the commissioner of education and the Texas Higher Education Coordinating Board is modified in SECTION 1 (Section 28.008, Education Code) of this bill.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Sections 28.008(b) and (c), Education Code, as follows:

 

(b) Requires the vertical teams required to be established by the commissioner of education (commissioner) and the commissioner of higher education composed of public school educators and institution of higher education faculty to:

 

(1)-(3) Makes no change to these subdivisions;   

 

(4)-(5) Makes nonsubstantive changes; and

 

(6) periodically review and revise the college readiness standards and expectations developed under Subdivision (1) (relating to requiring the vertical teams to recommend for approval by the commissioner and the Texas Higher Education Coordinating Board (THECB) college readiness standards and expectations that address what students are required to know and be able to do to succeed in entry-level courses offered at institutions of higher education) and recommend revised standards for approval by the commissioner and THECB.

 

(c) Requires the commissioner and THECB by rule to:

 

(1) establish the composition and duties of the vertical teams established under this section; and

 

(2) establish a schedule for the periodic review required under Subsection (b)(6), giving consideration to the cycle of review and identification under Section 28.002 (Required Curriculum) of the essential knowledge and skills of subjects of the required curriculum.

 

SECTION 2.  Effective date: upon passage or September 1, 2013.
