BACKGROUND AND PURPOSE
The Cibolo Creek Municipal Authority provides regional wastewater services for the area northeast of San Antonio, including Schertz, Cibolo, Selma, Randolph Air Force Base, and portions of Live Oak, San Antonio, and Universal City. Interested parties note that the authority has provided services both within its boundaries and in areas outside of its boundaries through long-term contracts with several cities, and these parties contend that adjustments to the authority's boundaries should be made based on these services. C.S.H.B. 2617 seeks to provide residents served by the authority with the opportunity to vote in authority elections and to have representation on the board of directors by adjusting the boundaries of the Cibolo Creek Municipal Authority.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
C.S.H.B. 2617 amends Section 4, Chapter 347, Acts of the 62nd Legislature, Regular Session, 1971, to change the boundaries of the Cibolo Creek Municipal Authority.
