BACKGROUND AND PURPOSE

Interested parties assert that the Houston Ship Channel Security District, a public-private partnership, was created to implement a layered, system-wide approach to providing security and safety for the facilities, employees, and communities in the area surrounding the Houston Ship Channel. Since the district's creation, the district's board of directors has identified the need to clarify the types of facilities that are included in the district.  H.B. 2635 seeks to provide this clarification.   

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 2635 amends the Water Code to revise the facilities classified in one or more categories and codes of the 2007 North American Industry Classification System to which provisions governing ship channel security districts apply to include certain petrochemical manufacturing facilities, rather than certain petroleum manufacturing facilities; certain other chemical manufacturing facilities, rather than certain other chemical and other manufacturing facilities; and certain transportation facilities.

EFFECTIVE DATE

On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
