BACKGROUND AND PURPOSE
Interested parties report that the date of the month on which a car is purchased can impact registration renewal periods. A dealership in Texas currently has up to 30 days to submit the car purchase information to the county tax assessor-collector, and the submission date in practice becomes the date of sale, rather than the actual date of purchase. For example, a vehicle purchased on May 1st is likely to have a registration sticker date of May, while a vehicle purchased on May 15th could possibly have a registration sticker date of June. Interested parties note an inequity in this system, particularly regarding registration renewal. The goal of H.B. 2874 is to address this inequity.

ANALYSIS
H.B. 2874 amends the Transportation Code to require the Texas Department of Motor Vehicles to use the date of sale of a certain vehicle sold by a dealer in designating the registration year for the vehicle.
