BACKGROUND AND PURPOSE
The Honor and Remember flag is an important symbol of unwavering support and commitment to those American men and women who have courageously given their lives in selfless service to the country. Interested parties report that the Honor and Remember flag has already been adopted in more than 10 states. C.S.H.B. 3077 seeks to direct state office buildings, the State Cemetery, and each veterans cemetery managed by the Veterans' Land Board to display the Honor and Remember flag on specified days and when there is a state military casualty.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
C.S.H.B. 3077 amends the Government Code to require the Honor and Remember flag to be displayed at each state office building, at the State Cemetery, and at each veterans cemetery managed by the Veterans' Land Board on certain days as specified by the bill and on any date on which a Texas resident is killed while serving on active duty in the U.S. military. The bill requires a facility that will not have staff available to display the Honor and Remember flag on a specified day to instead display the flag on the last preceding day the staff is available and to leave the flag on display on that day.
