Committee Report (Substituted) |
BACKGROUND AND PURPOSE
When port authorities along the border with Mexico issue permits to oversize and overweight vehicles, the permits are issued with the provision that the drivers of these vehicles will use the direct routes designated by the Texas Transportation Commission. One of these designated routes is currently from the Gateway International Bridge or the Veterans International Bridge at Los Tomates to the entrance of the Port of Brownsville. Interested parties assert that an additional route is needed for reasons relating to transportation efficiency. C.S.H.B. 3125 seeks to address this concern by requiring the commission to designate an additional route.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.
