BACKGROUND AND PURPOSE

 

The Texas Rangers Division is currently a division of the Department of Public Safety (DPS) with approximately 150 commissioned Rangers. Interested parties observe the long history of Texas Rangers serving Texas and assert that the Texas Rangers serve as an integral part of DPS in carrying out highly specialized law enforcement missions while striving to carry on the legacy of their forefathers. H.B. 3160 seeks to grant certain eligible Texas Rangers the right to be buried in the Texas State Cemetery without having to seek approval of the Texas State Cemetery Committee.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3160 amends the Government Code to make an honorably retired officer of the Texas Rangers who served at least 12 years as an officer or an officer of the Texas Rangers who has either served at least 12 years as a Texas Ranger or died in the line of duty eligible for burial in the Texas State Cemetery.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
