BACKGROUND AND PURPOSE

 

Texas municipalities are authorized to use photographic traffic monitoring systems to monitor traffic violations at intersections. Municipalities that choose to employ the use of such a system are required to install signs indicating the presence of a system along each roadway that leads to an intersection at which a system is in use, and these signs must be placed in specified places. 

 

H.B. 3172 seeks to add another deterrent to violating traffic laws at an intersection by informing motorists of a potential penalty that may result from such a violation. 

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3172 amends the Transportation Code to require the signs along each roadway that leads to an intersection at which a photographic traffic monitoring system is in active use to clearly indicate the range of the dollar amounts of the monetary penalties that may be imposed for a violation recorded by such a system, in addition to indicating the presence of such a system.

 

EFFECTIVE DATE

 

September 1, 2013.
