BACKGROUND AND PURPOSE
Interested parties contend that counties of a certain population participating in a regional planning commission should have representation on the governing board of the commission. H.B. 3577 seeks to address this issue.

RULEMAKING AUTHORITY
It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 3577 amends the Local Government Code to require the governing body of a regional planning commission, if a county participating in the commission has a population of more than 650,000 and less than 850,000, to include one member appointed by that county. The bill requires such a county to appoint a member to the governing body of the commission not later than January 1, 2014.
