BACKGROUND AND PURPOSE

 

Interested parties note that the Harris County Municipal Utility District No. 257 encompasses an area outside of the corporate limits of any city and within the extraterritorial jurisdiction of the City of Houston, and that the land located within the district is commercial development and is in need of new and expanded road facilities.  H.B. 3614 seeks to address this need.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3614 amends the Special District Local Laws Code to establish provisions relating to the Harris County Municipal Utility District No. 257. The bill grants the district the power to undertake certain road projects. The bill caps at the time of issuance the total principal amount of bonds or other obligations issued or incurred to finance road projects and payable from property taxes at one-fourth of the assessed value of the real property in the district.

On passage, or, if the bill does not receive the necessary vote, September 1, 2013.
