AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Texas has a long history of customizing and personalizing license plates.  The legislature has the ability to create new license plates and has done so numerous times.  It has been reported that millions of Texans hold personalized license plates created for various cherished causes and organizations and this program has generated revenue for those valuable purposes.

 

H.B. 3677 seeks to employ a new method for Texans to contribute money to the foundation school fund.

 

H.B. 3677 amends current law relating to the issuance of Foundation School Program license plates.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Subchapter G, Chapter 504, Transportation Code, by adding Section 504.663, as follows:

 

Sec. 504.663.  FOUNDATION SCHOOL PROGRAM LICENSE PLATES.  (a)  Requires the Texas Department of Motor Vehicles (TxDMV) to issue specially designed license plates to benefit the Foundation School Program.  Requires TxDMV to design the license plates in consultation with the Texas Education Agency.

 

(b)  Requires TxDMV, after deduction of TxDMV's administrative costs, to deposit the remainder of the fee for issuance of license plates under this section to the credit of the foundation school fund.

 

SECTION 2.  Effective date:  September 1, 2013.
