BACKGROUND AND PURPOSE

 

Current law imposes a deadline of September 1, 2013, by which the creation of Williamson County Municipal Utility District No. 21 must be confirmed at a confirmation election or the district is dissolved. Interested parties contend that due to economic conditions, the development projects in the area were not ready to move forward as soon as initially planned. H.B. 3932 seeks to extend the deadline so that the development may begin.

 

RULEMAKING AUTHORITY

 

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

 

ANALYSIS

 

H.B. 3932 amends the Special District Local Laws Code to extend the deadline by which the creation of the Williamson County Municipal Utility District No. 21 is required to be confirmed at a confirmation election from September 1, 2013, to September 1, 2017. The bill extends the expiration date of temporary provisions relating to the district from September 1, 2016, to September 1, 2020, and makes it an exception to the expiration of those provisions that the creation of the district is confirmed at a confirmation election by the deadline.

 

EFFECTIVE DATE

 

On passage, or, if the bill does not receive the necessary vote, the 91st day after the last day of the legislative session.
