AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
The East Aldine Management District (district), in existence for more than a decade, has been providing a myriad of services to area businesses and residents with revenues collected from a voter-authorized sales tax. These services include the construction of a water and wastewater collection system, enhanced public safety patrol services, the construction of sidewalks for safer pedestrian traffic, and improved lighting along major corridors within the district.
H.B. 3935 seeks to add certain parcels of land to the existing territory of the district for the purpose of allowing and legitimizing expenditures by the district in the added areas to provide services currently not being provided by other local governments.
H.B. 3935 amends current law relating to the territory of the East Aldine Management District.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Sets forth the boundaries of the territory that is added to the territory of the East Aldine Management District.
SECTION 2. Provides that all requirements of the constitution and the laws of this state and the rules and procedures of the legislature with respect to the notice, introduction, and passage of this Act are fulfilled and accomplished.
SECTION 3. Effective date: upon passage or September 1, 2013.
