AUTHOR'S / SPONSOR'S STATEMENT OF INTENT

 

Interested parties contend that it is necessary for the Harris County Municipal Utility District No. 402 to have certain powers regarding road projects in order to work in conjunction with Harris County to improve the roads adjacent to the district's boundaries to serve the future occupants of the land.

 

H.B. 3947 amends current law relating to the powers and duties of the Harris County Municipal Utility District No. 402 regarding road projects.

 

RULEMAKING AUTHORITY

 

This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.

 

SECTION BY SECTION ANALYSIS

 

SECTION 1.  Amends Section 8198.051(a), Special District Local Laws Code, to authorize the Harris County Municipal Utility District No. 402 (district) to construct, acquire, improve, maintain, or operate macadamized, graveled, or paved roads or turnpikes, or improvements in aid of those roads or turnpikes, inside or outside the district.

 

SECTION 2.  Effective date: upon passage or September 1, 2013.
